We have many data source connections that require a basic username and password when using a Web API call. The password for each is set to expire after a specific time. We have about 4-5 developers that need to update the credentials for as many as 10 data source connections per file. When we open the Desktop file, the Power BI goes crazy and starts to ping each data source connection multiple times with the expired credentials before anything can be done. Due to the security policy, the account locks out just after three pings with invalid credentials. Nothing can be done about the security policy. Is there any way to control the behavior of the Desktop file so that it does not ping the web service until we explicitly do something that requires the call, such as refresh or apply changes?

Have you tried disabling the parallel loading of tables? When disabled, the tables will be refreshed sequentially in Desktop in a ranked order. This allows you to refresh queries that return valid tokens first, and then use those tokens to query the content. For more information, please refer to: How to track refresh time in Power BI Desktop .
Or disable table refresh and re-enable it when it is refreshed.
