sumx(filter(Table,Table[Group] = earlier(Table[Group]) && Table[Product] = earlier(Table[Product])),Table[Spare capacity])
Or
sumx(filter(Table,Table[Group] = earlier(Table[Group]) && Table[Product] = earlier(Table[Product])
&& Table[year] = earlier(Table[year]) ),Table[Spare capacity])

Calculate(sum(Table[spare Capacity],allexcept(Table[Group])
