Does anyone know of any third party scatter plots that allow you to lasso points to filter others visualizations?

@Kurtle This is now a preview feature. Once you turn on you can use it by clicking CTRL and dragging.
To turn on go to File -> Options and Settings -> Options -> Preview Features

Based on my research, we can use the build in scatter plot visual with ctrl click multi select points to filter other visual, or we can "scatter plot by Akvelon" in app source to select points in a square area. But we did not find a effective way to select points with lassor tools in scatter plot visual, perhaps you can submit the requirement to ideas and add your comments there to make this feature coming sooner: https://ideas.powerbi.com/forums/265200-power-bi-ideas
You could also create your own custom visual if you are an experienced web developer: https://powerbi.microsoft.com/en-us/documentation/powerbi-custom-visuals/
