This error started happening yesterday for a PBI report that was working fine for months.
I'm not sure how to track this error down to correct it. It also happens on desktop as wel as deployed to the service
Microsoft SQL: A connection was successfully established with the server, but then an error occurred during the login process. (provider: SSL Provider, error: 0 - The certificate chain was issued by an authority that is not trusted.)

In an Azure VM.
I'm fairly sure the issue will be with an ssl certificate on your azure vm. Outside of my knowledge I'm afraid. I'd do some going around that. The following link might get you started:
