Randomized Data Sample with related fields

Hello,

I have a ticketing system in which a group of administrators need to run quality checks on random cases throughout the day. Is it possible via measures or power query to have a table in which power bi will generate 20 random cases as the unique identifier and then all the related fields? And if so, to randomize the sample would a browser refresh trigger the randomization?
