I don't see such thing as 'viewer permisson', I only see:
The dataset is a Live ssas DB.
I dont have admino on the tenant, but I do know the option is ON, because I can click "analyze in excel" myself and some other people... why is this?
Analyze in Excel could be allowed (in your case) only to certain security group / users.

check these steps if you are admin or ask power bi admin to enable these setting.
In the Admin Portal > Tenant settings you can turn on 'Use Analyze in Excel'
Export to Excel is also in the Tenant settings so just make sure that one is on.

The user also needs at least Viewer permissions on the dataset to enable Analyze in Excel.
If you are an admin, go to Power BI Admin Portal → Tenant settings ensure that the "Export data" and "Analyze in Excel" options are enabled under Tenant settings.
