Dynamic Percent change while filtering

Hi Dear All,

I have one challenge... I have 3 Project Location columns and 1 value columns in pwer Bi. I want to see percentage in Card chart and it should be link with locations. means i select location or its sub location so it show me cumulative percentage of that selected location only.

The below Picture shows the 100% when i Select Construction in left corner of the sheed which is OK.

But when i select the location it shows me the breakdown percentage, however I want to see of that selected location as whole out of 100%.

below is the example sheet. The card percentage should show the overall percentage if i select Construction, and under construction, if i select locations like 3rd River or GIFT then it should not show percentage 30% for 3rd River and 70% for Gift.. it should be transformed into 100%.
