New versions of Power BI seems to have a bug. For the older report using conditional formatting on the New Card visual, the formatting under Card → Background → Conditional Formatting are no longer visible, neither in Desktop nor Service.
The visuals still display colors correctly since the rules are available in the background code, but one can’t view or edit them anymore in desktop/service. I've checked with January version and the conditions are still visible in the desktop version, while in the new one (september), the colors appear as hard-coded, no conditions anymore in the UI.
The fix I guess is to recreate the conditional formatting rules. But, very annoying

In Power BI versions released after April 2025 including the September 2025 update users have reported that conditional formatting settings for the New Card visual are no longer visible or editable through the UI. Although the formatting still applies in the background, the ability to view or modify these settings is missing in both Power BI Desktop and the Power BI Service.
Microsoft has acknowledged this issue and is actively working on a resolution. The September 2025 QFE 2 update (version 2.147.1085.0) addressed a related bug where conditional formatting did not function correctly when small multiples were not used. However, some users continue to experience the issue, particularly with older reports.
As @GeraldGEmerick the New Card visual is still a preview feature, so such inconsistencies may occur until it reaches general availability.
Earlier, the March 2025 QFE 5 update (version 2.141.1754.0, released April 16, 2025) resolved a bug where conditional formatting failed on New Card visuals without small multiples. That fix appears to apply mainly to new visuals created after the update. Older reports may still experience UI visibility issues in later versions.
