I want to build a report using Microsoft Graph API, but I have noticed this may be something Power BI cannnot access. Has anyone else had this issue?

How are you trying to access the Microsoft Graph API data? Generally, you would require an app registration with appropriate API Permissions for accessing the Graph API.

In our Organization, we are using an App Registration with Microsoft Graph API Permissions (like User.Read, Groups.Read.All, etc) for accessing the Graph API. A data factory pipeline uses this app registration to bring data into our data warehouse, which is later used as a data source in Power BI for consuming the data. You can also write scripts that use app registrations to connect to Graph and fetch and export data into CSV files, to be read later by Power BI.
