Greetings.
I am a tenant admin and a Power BI user with PPU license.
One of our previous employees, with PPU license, created PPU Workspaces (Dev, Test and Prod) and Deployment Pipeline to promote report content from DEV -> TEST -> PROD.
When I click on 'Deployment Pipelines' on the menu bar, I am unable to see the existing pipeline(s). I verified that I had Admin permissions on the PPU Workspaces.
Can someone please assist with the issue?

You need admin permission to use the pipeline as well. Use REST API if there's no other way to add yourself to the pipeline as a user.

I have the same issue, I tried adding myself to existing pipelines using REST API and getting error, access desined as below. I have logged in as fabric admin. we have also tried using global admin but same issue.
I can list the pipelines but unable to to list workspace associated to the piplines, I can see workspace for the pipeline i have created. please see below
