I'm attempting to create a measure to divide one card by another.
Services Count / Services Goal = Percent to Goal
PTG Northstar =
DIVIDE(
CALCULATE(
COUNTROWS(CareerCenterGoals)
,CareerCenterGoals[Count of activityID -0 instead of blank]

,CALCULATE(

I recieved this error: A function 'PLACEHOLDER' has been used in a True/False expression that is used as a table filter expression. This is not allowed.

According to your description, the highlight part of your DAX code bellow hasn’t express what outcome you want, it should be an expression but not a column.
If you want to calculate the count of rows which is not blank, you can use the following measure.

I have measure 1 which counts number of cells and returns "0" instead of blank.
I have measure 2 which is divisional goal.
I'm attempting to create measure 3 to show me percent of goal. The two measures divided by each other.
