My suggestion is that you should be able to right click on a csv, excel, parquet etc file in Windows and select open with Power BI. This will launch a new Power BI window with the selected file that it tries to load as an initial data set. Currently I get an error "does not have a valid file extension" when I tried that on a csv so I would interpret that as if it only can open pbix/pbit.
