Notification if assigned user does not have Power BI Pro license

I'm Power BI Administrator, but not a global Office 365 Administrator. I do not have access to a list of users with Power BI Pro licenses. When someone asks for Power BI access and I give it to them, I have no way of knowing if they already have Power BI Pro license or if I need to get a different person to assign a license to them.

 

Not sure how this would work with Premium capacity and other related issues but it is a minor problem that makes me/us look bad and reduces confidence in the reports before the users even have access to them.
