Matrix Visual which allows rearranging of Column/Row Headers

A custom "Matrix Visual" which dynamically allows you to re-arrange the row fields? I know that we can arrange the fields in Power BI Desktop/service while editing the report, but giving the user flexibility to manually re-arrange the row headers in the order they like in a published report/dashboard would be really great.
