powerbi.microsoft.com third party business usage

Hi,

we are planing to develop reports on our datasets and resell them (by our self) to customers.

I´ve read somewhere that non-licensed third party business is not allowed for "powerbi.microsoft.com" but could not find the wording anywhere again. I´ve fly through the https://powerbi.microsoft.com/en-us/terms-of-service/ but could also not find any part that bans these kind of business.

I my head it is clear, "powerbi.microsoft.com" for company internal usage, any third party business or resell actions through powerbi embedded.

Could someone please share/link to an official document that clarify these kind of business?

Based on my research, I can only find the following statement.

7.12 No third-party beneficiaries

This Agreement is solely for your and our benefit. It isn't for the benefit of any other person, except for Microsoft’s successors and assigns.
