Hello there,
I have configured myself a pro licence to create workspaces and share projects I did to the rest of the world. But when I try to create myself a workspace, I get the following :
"La création d'espaces de travail d'application est désactivée par votre administrateur de locataires, ou vous avez besoin d'autorisations pour en créer. Contactez votre administrateur de locataires."
(translation) "Workspace creation is made unactive by your tenant's administrator, you need authorisation to create one. Contact your tenant's administrator."
What does it mean, who is the tenant's administrator ?

It seems like your tenant's administrator has disabled the ability to create workspaces. A "tenant administrator" refers to the person who manages your organization's Power BI environment. They have control over settings that determine who can create or manage workspaces, among other configurations.
To resolve this issue, you'll need to reach out to the tenant administrator (likely the person who handles the organization's Power BI setup or Microsoft 365 admin) and ask them to either enable workspace creation for your account or grant you the necessary permissions.

Your Power BI tenat adminstrator needs to turn on the ability for you to create a workspace. This is a tenant level administration settting.
As for the question of "who is that" might not be so simple to start. If you are in a larger organization, then the person is probably in the IT departmetnt Either way, it would be the person/people that originally setup Power BI in your company. So, I would start there if you know either of those folks.

There is a tenant setting that governs whether users can create workspaces. There is a Azure role called Fabric administrator that one would need to be assigned to in order to change this setting.
