My client is trying to share workspace access with me for a Power BI dashboard. They shared it with my username on my domain @RadConsultants013.onmicrosoft.com. The problem is that I cannot check the email for this account via microsoft outlook - or anywhere. If I need to upgrade, then fine but I don't even know how to do that. Any ideas?

There's a feature called "Shared with me" in Power BI Service. Please refer to

Yes, probably you don't have account configured for email. Make sure that you have one.
