Issue with visual header icons

I'm having a power bi report, where all the visual headers settings were in on

.And I have published the same report to the power bi sevice.

After publishing report with selecting the card visual ,it is showing me the header icons and options here 

I have taken card visual as example.

For remaining all visuals header icons are showing when that visual is selected but 

Only one visual is showing the options without selecting the visual.

I have tried many ways but not resolved the issue.

It's now March and the issue still seems to be unresolved. Is there an escalation process to get this moving please?
