I want to load the data on power bi service using sql server and want to create report on service itself.
Please advice
You can create a pbix using the desktop that have all of your sql data in it. Publish it to the service and make sure it refreshes (if you need it to). Then from the service you can create a report using that dataset.
Also, are you actually using ODBC instead of the native SQL Server connector?

Check this post, maybe this is related to what you are seeing.
Solved: 0x80040E4E Error - OLE DB or ODBC - Microsoft Power BI Community
What errors are you getting trying to publish to the service? If this is an on-prem SQL Server, you will need a properly configured gateway to refresh the report in the service.
data does not load. we have 65 GB data, it should load on desktop as we have premium licence
Usually you need to use Power BI Desktop to handle the data modeling phase. If you want to do everything in the service, you can try creating a datamart but be aware they're in Preview and not very reliable yet.
actually report is prepared on desktop itself using odbc connection ( test environment) and now changing the source to production environment, but first load is happning on desktop only and I have premium licence also but still data is not loading on desktop and unble to publish on workspace
