licensing

If someone already has a license - can i add them to my organization so they can review my dashboards - or do i need to get them a new license under my organization?

You can't share with users outside your organization's tenant.  Because of this, if an external user has a license in their own tenant, it won't be of help in your Power BI.

 

But your workaround is valid.  You can create an Office 365 account for that external user in your tenant and then assign that user a license.  Instructions on how to do that are at https://support.office.com/en-za/article/Add-users-individually-to-Office-365-Admin-Help-1970f7d6-03...
