I have created reports in Power BI. Now, I want to incorporate these reports into a website or portal so that clients can visualize them. Before this step, I need to share the reports with my clients. I want to know if I need to have a subscription, and if my clients also need to have a subscription.

For your first question, I think you can go to the File menu and select Embed Report > Website or Portal.

Absolutely. But the question is not if but which one. Please read about "app owns data" vs "user owns data" , and then determine which of the EM SKUs (or Fabric) are suitable for your scope.
