if I uploaded a 'connected' pbix file to the workspace, does the workspace get tied to my data?

Lets say I have a desktop pbix file where it's data source are linked to multiple csv files.  The csv files are updated frequently so the pbix file can be refreshed by simple refreshing  data source.

If i upload this pbix file to the workspace,  does my dashboard also become connected to the data source, or is it static?

In this scenario, Power BI Service doesn't directly connect to the CSV data source, if you want to get updated data in Power BI Service after you change data in csv files, you can install on-premises gateway, add the csv data sources within gateway, and set schedule refresh for your dataset.
