enable 'Use an On-premises or VNet data gateway' option' setting in power BI report

we have a use case:

two colleagues A and B,  A is worksapce Admin, B is member,

A installed gateway on his local device, B havnot.

when A publish report to the workspace, A can go to Gateway and cloud connection and enable 'Use an On-premises or VNet data gateway' option , then map the report to the required data source, while B cannot enable the ''Use an On-premises or VNet data gateway' option, it is dimmed.

If the "Use an On-premises or VNet data gateway" option is grayed out in Power BI Service, it is typically due to permission or configuration problems. The initial step is to verify whether the user has been specifically added to the gateway in the Manage Gateways section under the Users tab. Even if the user has access to the workspace, they still require explicit permission to use the gateway.

Moreover, having access to the gateway is insufficient; the user must also have the necessary permissions to use the particular data source within the gateway.

hi,

we checked with Colleague B, it is work now, may i know when we change permission for Data gatway and Data Source, it is not effective immediately? because we did not change anything, but  Colleague B told us it is work today and not work yesterday.

and 

about the Dataway and Data source permission:

if a user published a Report, and wants to map the report to a existing data source, what permission should the user have? <Data source permission: User? no any gateway permission needed?>

and other users who view/ edit the report content, dont need to have any data source credential right?

to give some udpates, i have check even give colleague B Workspace Admin right, Data gateway admin right, 

the ''Use an On-premises or VNet data gateway' option still dimmed. Can you give some advices.
