1. is it possible to create email subscription of report which send report copy to more than one users ?

2. is it possible to create email subscription of report which send report copy to one or more than one users based on row level security settings applied on the report, example each user receive email copy which should display data based on the geographical location (USA, London etc) user belong to ?

I noticed that I can send copy of only one page in report. I have three pages in my report then does this mean I have to create three different subscriptions for same report?

You can include the full report as an attachment.

The image displayed on the email will be for a particular tab.

Also note on RLS, if you are creating the subscription for others the static image displayed on the page would be whatever you are subscribed to. Would advise either creating a tab where RLS is not applied so that can be sent as an image or have the users subscribe by themselves:

The static image sent in the subscription email displays data based on the owner of the subscription. For this reason, when creating subscriptions, be careful to ensure that confidential information isn't included in the static image. Other than that static image, the report or dashboard itself opens (or not) and displays data based on the user's permissions.

Yes to both. You can setup email subscriptions within power bi service and if RLS is already setup then it would only send data for that:
Subscribe yourself and others to reports and dashboards in the Power BI service

what kind of license is needed for this? do the persons on the receiving end need this as well?

yes it mentions the below but do all users need a pro licence if I am unable to get premium capacity?

 To create a subscription for yourself, you need permissions to access the particular report or dashboard and either:

• A Power BI Pro 
• Access to a workspace backed by a premium capacity

yep based on the link if the workspace is not in premium capacity then the users would need Pro license as well:
If the report or dashboard isn't hosted in a Premium capacity, as indicated by the diamond icon, you can still subscribe others. However, they must also have a Power BI Pro or Premium Per User (PPU) license.
