dev.powerbi.com/apps not recognizing sign-in

I am signed into the Power BI web service. If I click the sign-in button on the apps page it takes me to https://powerbi.microsoft.com/en-ca/developers/ for another sign-in page and if I click this sign-in it takes me to my home workspace!!...  https://app.powerbi.com/home
At no point does it continue on the page https://dev.powerbi.com/apps with the Register app link.   Very frustrating as I have no clue how to sign in on the page.

Oddly I can sign into our portal.azure.com with no problem and look at all our tenant details.

Does anyone have any idea as to what is going on?

According to the test, the situation is indeed consistent with the page jumping changes you described.But this should not be an issue, from my understanding, the "register app" mentioned should be the step to navigate to the page, that is, select get started on this screen.
