creating map

Hi all,

I am wondering is there a way to create a map without any lat or long?

Because my power bi is currently linked to the report which i can't create an extra column, I am wondering is that a way beside using Arcgis Map (since i need to publish it to the website and website system is not allowed to use ArcGIS Map) to make sure it is in the Australia?

My current dataset looks like

First Column     Second Column  Third Column

Location city     Location State    Location Country

TownHall              NSW                   Australia

etc.
