You don't have access to publish to this workspace

If you have proper Workspace permissions and you keep getting this error, "Sorry, you don't have access to publish to this workspace. Please contact the owner for access." AND your company is using Zscaler. Turn-off "Private Access" and "Internet Security" then try to publish. If it works, then it's a Zscaler issue not a Power BI issue. This was my finding after many hours of troubleshooting.
