Hello,

Is there any way to limit who can publish reports/content to a group workspace?  I was under the impression that Members, with read-only privileges, would not be able to publish reports.  However, in my testing, it appears I was wrong.

Is this a limitation of Power BI or am I missing something?

I'm afraid there's no such option even if you are an admin user. You can submit your idea here: https://ideas.powerbi.com/.
