I have a report live in the App, pointing to Prod.
I thought NO change would be live until the button 'update app' is clicked.
So, I deployed a dummy version pointing to Dev... and then I realised the source for the live one changed to Dev too.?!?! why is the live one changing even though I didnt click 'update app'??

When you publish a report to Power BI Service, it updates the dataset immediately, even if you haven't clicked Update App. This is why your live report changed to point to Dev after you published the dummy version.

to make matters worse you actually need to "Update App" whenever your meta data changes (not just the data source), or you risk having users tell you that all the visuals are broken.
You would need to exclude the report from the audience while making the changes, essentially removing access to the report.
