A Customer in Canada that has a strong "Labor Union" component has laws that
1. Prevent any Personally Identifiable Information (PII) data from being stored or going out of Canada
2. Allow only folks residing in Canada to have access to the PII information
While the 2nd aspect can be handled, is using Power BI Service an option that can be considered to satisfy the first scenario?
If not, would the next closest option be to maybe leverage Azure and have an Power BI embedded capacity setup within the Canadian region?

You will have to get your Azure placed in the correct geogaphic location, looks like Canada has two available. This link will show you all the details. Choose the Right Azure Region for You | Microsoft Azure
Then, once you have your tenant/instance in the right Azure area you will have to do some work on the system/web space where you emebed the report so that only Canadians can get to it.
