Is there a way to maintain version control of Power BI dashboards on GitHub and then access it via Power BI service?

not as far as i know no you need to manage version control manually. You also can't access it from the service. We story our pbix as pbit in Github but to publish to the service you need to do it via the publish channel in power bi or download the file and upload manually
