I need solution for following requirments,

1.power bi dashboards must be accessable with user level and user wise data there login

you could use direct query mode:

Like this the user is connecting with his account to the data source. He will only see what he is allowed to see as you can take care of the row level security in the database.

this you can do directly, with Active Directory groups, with mapping tables. Take a look at the following tutorials:
