Can someone please explain what this means and where in the filter pane to add it (from Monitor usage metrics in workspaces (preview) - Power BI | Microsoft Learn)

For your questions, I will answer them one by one, I hope it will help you.
1. The difference between duplicate and pseudo-duplicate items
A duplicate item is an exact copy of a data entry. For example, if there are two records in the database and these records are exactly the same in each field, they are duplicates. They can occur due to data entry errors, system failures, or other problems.
On the other hand, pseudo-duplicate entries are entries that are very similar but not identical. They may be slightly different in one or more fields. For example, two records may have the same name and address, but different phone numbers or email addresses. These variations can be caused by data entry errors, different data sources, or updates over time.
2. You can go ahead and use the Usage Metrics Report in the reports you create.
3. How to choose application filters
Daily View: If your main focus is on the Daily View data in a chart and you want to filter only the data for that specific chart, apply the filter only on that visual object.
Entire Page: If you wish to filter all the data in the entire page, then you can apply the filter at the page level. This can be done according to your individual needs.
4. I have set report view >=1 here because I want to see at least one view of the record, which helps me to filter out the records that don't have any view, so that I can focus on the useful data.

I'd like to understand what pseudo-duplicates even are. What distinguishes them from duplicates and why are they there?
Secondly, I'd like clarity on the instructions. How do I connect to the Usage Metrics Report (step 2 above)? In Step 3, should I filter only the Daily Views visual or the whole page? And should I set that filter to Report Views >= 1? How/why would that filter eliminate duplicates?

My understanding is that you want to know what this Filter out pseudo-duplicates does,
Below are the instructions on how to use Filter out pseudo-duplicates.
1. The first step is to set the Monitor report usage metrics.
The following documentation will help you to do this:
Monitor report usage metrics - Power BI | Microsoft Learn
2. After we have created the Monitor report usage metrics, instead of connecting to the original semantic model in the desktop, we will connect to the newly created Usage metrics report.
3. Then you can see the report views measure and add it to the filter to exclude pseudo-duplicates.
4. The main role of this is to configure the filter settings to exclude those multiple duplicate report view records in order to more accurately analyse the actual report usage.
