I am not able to update my app, using the Update App from Power BI Service.
Please suggest if its a temp. problem or let me know if theres some configurations i can check.

To create or update an app, you need a Power BI Pro license. For app consumers, there are two options.
You can learn more: https://docs.microsoft.com/en-us/power-bi/service-create-distribute-apps.
Regarding the issue that some users can't find the published app, I would suggest you contact your Power BI admin, check if he/she set the group exception.
