I am getting following error when creating a Group Workspace.

Couldn't create the group
Please try again later or contact support. If you contact support, please provide these details.
Are you a Microsoft Vendor engineer? If so, the feature has changed that it is not allowed for vendor engineers to create group in PBI.

I would suggest you to use Organizational content packs in this scenario.

@dmannava Do you have a "Pro" license? Are you experiancing any other issues in your Office 365 environment? Can you access Groups in O365?
Yes, I have Pro License and can totally make changes to existing groups.
@dmannava I'd submit a support ticket if it continues. There is nothing on the O365 side or within Power BI that would restrict you from creating that PBI Group... So, I can't recommend checking anything.
I assume this is something new to your user and you've done this before with this user.
