Turn on/off "Data export" function of an embedded Power BI based on users

I know we can turn off/on the "Data export" function in the "Setting" of the report on the Power BI service. However, if I want to turn on the "Data export" feature on an embedded report for some users but turn it off for other uses,  does anyone know how I can do it? Thanks!

Though the support engineer couldn't help with my request, I found a walkaround by hiding the "Export data" option in the context menu of the embedded report. The key is to use the "commands" setting.  The details can be found here.
