Turn on/off "Data export" function of an embedded Power BI based on users

I know we can turn off/on the "Data export" function in the "Setting" of the report on the Power BI service. However, if I want to turn on the "Data export" feature on an embedded report for some users but turn it off for other uses,  does anyone know how I can do it? Thanks!

Though the support engineer couldn't help with my request, I found a walkaround by hiding the "Export data" option in the context menu of the embedded report. The key is to use the "commands" setting.  The details can be found here

Thank you for the reply! I also submitted this as a ticket to PBI support. If this feature is unavailable, I will probably submit an idea for it.
