In my case, I needed to connect to Exchange Online first:
Connect-ExchangeOnline -UserPrincipalName admin@TENANT_NAME.onmicrosoft.com
Your admin account will obviously be different.

This issue can occur if the Azure Active Directory Module for Windows PowerShell isn't loaded correctly.
You can refer to the official Microsoft article on Resolution to do so.
