My report are in a premium capacity Workspace ( SMT Workspace )
I have a PPU free trail licernse for 60 days.
I have completed a Report and placed in the SMT. I am handed over my project the to my team member who has viewer access & Pro license + My Lead who has Admin role & PPU license free trail+ My Manager Member who has PPU license free trail.
1. They want set up a schedule refresh for the report - do they need any license?
Suppose if they don't have any license - still they need any license to set up the schedule refresh?
2. They want set up a subscription to send reports in .pdf format via Outlook emails to the Users/leadership on the daily basis - do they need any license?
Suppose if they don't have any license - still they need any license to set up the subscription?

first question:
In Premium Capacity Workspaces, scheduled refresh can be configured regardless of the user having a Pro or PPU license, as the workspace is backed by Premium Capacity, which allows shared features to be available to all users.
for the second question:
If the report is in a workspace backed by a Premium capacity or Premium Per User (PPU) license, add the full report as an attachment instead of only a single report page. Sensitivity labels are applied to the email attachment. Select PDF or PowerPoint for the attachment format. The attachment respects all privacy labels for the report. The size of the attachment is limited to no more than 20 pages and less than 25 MB.
