I wanted to configure a scheduled refresh, and the report owner gave me an admin privilege to the Power BI report.
Because the report owner doesn't have admin privilege to the gateway, I took over the dataset to configure an automatic update.
If I take over a dataset from the owner, and the first owner wants to change the Power BI desktop report with new visualizations and publish it to the Power BI service, can they still do that? And the latest updates in the Power BI report will show up in the service? Even if I am the owner of the dataset?

Yes it is still possible for the other owner to make changes in the Desktop Report and publish this to the Power BI service. The changes will also show up in the service.
