Summarizing Dynamic Values

Hello,

I created a table that is updated with results based on a filter.  Is there a way to create a tile that will summarize one of the columns based on written criteria(<100%=Fail, >100%=pass) into a % passing of the total?  The number of rows(denominator) will change depending on my filters.

The most important parts are:
1. Sample data as text, use the table tool in the editing bar
2. Expected output from sample data
3. Explanation in words of how to get from 1. to 2.

Thanks for the response and link Greg.  First time submitting a question and should have clarified more.  I mocked up some quick data to show my quesiton and hopefully it is enought to get an idea.  I would like to be able to summerize the user adoption column(no matter what team is selected) and give a total compliance score(I would like to create a tile similar to the blue box below).  What is important is that I want to show it at the user level versus the total at the bottom of the chart. Each table will be dynamic on the total number of rows that render.

Try measures as below:

Rows1 =
VAR a =
    COUNTROWS (
        FILTER ( 'Table', 'Table'[User Adoption] > 0 && 'Table'[User Adoption] > 1 )
    )
RETURN
    IF ( ISBLANK ( a ), 0, a )

Total rows = COUNTROWS('Table') 

User meet requirement = [Rows1]/[Total rows]
