Storage issues with Pro License

I am running into some issues with workspace storage limits and Pro licenses. My department has a workspace where we upload our reports and distribute them via Entra groups. All of a sudden we get error messages related to storage when we try to update our workspace app. I can see that there is a workspace storage limit of 10 GB on Pro licenses, and our workspaces is right at the limit. I've tried to upload dummy reports to take us over the limit, and they upload just fine. This really confuses me, as the documentation I can find leads me to believe I should get an error message when exceeding 10 GB.

 

Can anyone help me out or shed some light on this? Why am I allowed to exceed the storage limit when uploading reports but run into issues when trying to update my app (even though all the underlying reports are already uploaded)?

What you’re experiencing is due to the difference between workspace storage usage and the app publishing process in Power BI. In Pro workspaces, the storage limit is indeed 10 GB, and the system allows you to continue uploading reports even if you temporarily exceed that limit, which is why your dummy reports upload successfully. However, when you try to update or publish the workspace app, Power BI performs additional validations and packaging of all included content. This process can fail if the workspace is at or over the storage threshold, because the app requires a consistent snapshot of all assets and cannot exceed the allocated capacity. Essentially, uploads can temporarily bypass the limit, but app publishing enforces the storage cap strictly, which is why you encounter errors only at that stage. To resolve this, you either need to delete or archive content to bring the workspace under 10 GB or upgrade to a Premium or Fabric capacity workspace, which has much higher storage limits and avoids these restrictions.
