Slow Refresh Power BI Service - Excel File

I've got a 25 KB Excel file I'm using as the dataset for a report.  Sometimes, refreshing it takes 1-2 seconds.  Other times, it takes 10+ minutes.  I don't understand the reason for the long refreshes.  The files has 43 columns and 49 rows; it's not big by any means.  Any help in getting refresh times down would be appreciated.

Hi @jayblog,

You should take into account that refresh also needs/consume part of the capacity you own.
Please check what else happening in the same time that takes over the capacity.
A solution could be to schedule the refresh in non rush hours or queue the refreshes for the night.

This is the answer I got from internal teams for the same problem (with an Azure SQL server dataset).
