1. How to use one dataset in several working areas (the preliminary version of the new workspaces)?
We use pre-release versions of new workspaces because we deploy them to the web portal.
In the old (classic) application workspaces, we used content packs so that users of different teams could use the same dataset in different workspaces. In pre-release versions of new workspaces, content packs are not supported, how can we replace this mechanism?

AFAIK, content pack will been replaced as workspace apps, but it not allow you to do custom/edit on it. I think you need to manually publish this report to different workspaces so that they can edit on it.

As you said, workspace apps are shared with readonly permission. So you can't make a copy of these dataset to create your own report.
I also check power bi plan list but haven't found any plan on this feature. Maybe you can consider to submit or vote similar requirement on idea forum.
