Let's say I am working for a organization abc, and I have a created a dataflow on the PBI service (domain abc.com). Can I share that dataflow with a different organization (domain xyz.com)? If yes, then how?

Based on my test, you can't share the dataflow to external users but you can think about sharing the data source behind the dataflow, and replicate the dataflow queries in the other tenants.

First you have to enable sharing outside organization in Org abc and share it with respective email ID of xyz org
then in your Power BI desktop login using org xyz credenatials and try to connect to dataflow
