I am trying to share a dashboard with users outside our organization.
For some dashboards, the users have no problem accessing them when shared through the Power BI service.
For others, however, the users receive a message that they do not have access to the dashboard, even though the dashboard was shared with them.
Sometimes they are not able to even login in the shared dashboard link.
I checked and made sure that Row-Level Security is correct and also external user added in Azure Active Directory.
Has anyone else experienced this behavior, and if so, how did it get solved?

(1)If you want to share dashboards or reports to other users , you have to consider Power BI licenses.
(2)Then back to the problem itself, you share dashboard to external users with link we call it “Ad hoc invites”. When you invite them to access the dashboard, the guest user gets an email indicating that you shared the app with them. The guest user must sign in with their organization email address. They'll receive a prompt to accept the invitation after signing in. After signing in, the app opens for the guest user. To return to the app, they should bookmark the link or save the email.
When the above conditions are met, external users can access your shared content. You mentioned that some users can access the dashboard successfully, some not. Can you judge the differences between them ? I provide some links about sharing contents for guest users , you can through them to troubleshoot your issue .

With Webdashboard you can easily share your Power BI reports and dashboards, with an intern and external users. All you need is an e-mail address.

When you say dashboards do you mean reports? Is this on shared capacity or on premium? If on premium - have you made them register the app before attempting to access the report share link?

Premium requires all users to visit the app URL once before they can access the reports and dashboards inside the app.

I think so. We have disabled auto install and re-share on our tenant, so we have a slightly different process than you seem to have.
Most times the end users might use the URL from invite mail once and bookmark it. Then use the bookmark to access the report repeatedly.
Do you suggest that accessing from such method and the invite mail URL may result in them not able to access reports?
That is right-ish. They should not bookmark that link, they should access that link, then choose the report, and then bookmark the report url.
