Is this feature for the webpart on SharePoint available to free users as well? Or when it is not a preview feature anymore everyone needs PRO to access the report embeded.

It has always been a Pro license requirement to embed a Power BI Report in SharePoint Online.

But for people to look at those reports, do they only have to be in the group or do they have to have Pro licenses as well?

With the new licensing from the start of June 2017, all people who want to view shared dashboards or reports in SharePoint Online will require a Pro license.
