Set dataset permissions via code (Rest API / PowerShell)

I want to create a workspace where users are only viewers, but where they can see the datasets. Via the service this can be done by adding permissions to each dataset manually. However I want to do this automatically via (devops) code via PowerShell or Rest API. Is this possible?
