Is it possible to transfer the ownership of a Power BI license — including Power BI Service and other Office 365 applications — by changing only the user (owner) without changing the domain where the tenant was originally configured?

Yes, you won’t lose anything as long as your tenant isn’t changing. Everything you own, licenses, users, reports, data, workspaces lives inside your Microsoft 365 tenant. As long as that tenant stays the same, none of your Power BI content moves or breaks. Changing who sells you the licenses doesn’t touch your tenant, so your domains, reports, datasets, gateways and service configuration remain exactly where they are.
Switching to Vendor B is just a reseller change under the CSP program, not a tenant move. All that happens is that Vendor B becomes the billing partner for the same tenant and provides new licenses under it. Once those licenses appear in your tenant, you unassign the old ones and assign the new ones to the same users. As long as the swap is done cleanly, every user keeps full access and all your Power BI Service content remains exactly as it is, no data loss, no broken workspaces, no reconnecting anything.

You cannot transfer ownership of a Power BI (or any Microsoft 365) license to another user across tenants or domains.
Licenses are always tied to the Azure AD tenant, not to an individual user.
Within the same tenant, you can simply unassign the license from User A and assign it to User B.
But if the domain or tenant changes, the license cannot be moved a new license must be purchased under the new tenant.
I have Power BI licenses that I purchased from Vendor A.
Vendor B offered me a better price.
I want to switch vendors. Can I make this change without losing my data, connections, and reports?
