My Data is xlsx in Sharepoint. In Power BI desktop it refreshes fine but this is happening in Service.

I found one solution on here which was to set to Public and not organisational Level in settings but this is already set to Public.

Im completely lost on how to resolve this. Any help would be appreciated.

From your error message it looks like it is being refreshed via the Power BI Gateway.

Could you change the connection to your Excel file to connect via the Web connector?

You can follow the steps in the blog post below to find the path and copy the path into a Web connector. By doing it in this way it will mean that you do not have to go via the Gateway
