Send error message after manual refresh

I am refreshing a report on the service using a flow, triggered by a powerapp button

Now when refresh fails, I need to send the error message to myself or a particular user, and I don't know how to do that

I know the error can be sent using Scehduled Refresh, but that does not serve my purpose. My report needs to be manually refreshed only

In power BI Service, go to Settings, Dataflows, under scheduled refresh, enter the email IDs that you need to notify on data refresh failures.

Hi, like I said, I don't want to schedule a refresh, I want it to be manual.

Nevertheless, I did do this and then tried manual refresh, and it did not work.
